6) After the verification and possible reduction, should any subsequent additions to the Order service be required, they ought to include people from different spheres of society, so that representatives of the working class can be incorporated.

7) When that is accomplished, the Verification Committee shall be transformed in terms of its competence, and it shall continue to hold regular meetings as the Social and Civic Committee, in order to make sure that the Order Service maintains the civic, social, and ethical-moral standards outlined above.

8) Therefore, it is necessary to issue an announcement to the people of the Jewish district, stressing the aim and objectives of the Order Service as described above, appealing to the Jewish community for their cooperation with the Order Service.

[13] 9) It is necessary to extend the powers of the Disciplinary Department so that proceedings can be instigated not only upon a report, but also based on public news, as well as on their own initiative when shortcomings are noted or reported, while also pursuing appropriate scrutiny in the field, coordinating the latter with the activities of the Order Service Inspection and maintaining close contact between the Disciplinary Department and the Inspection. To achieve that, the Inspection staff ought to be expanded by appointing officers who have proven to be particularly trustworthy, of immaculate conduct, and well-prepared, carrying out their tasks on a confidential basis; alternatively, the Instructors Team ought to be restored along with the previous responsibilities.

10) Only by implementing the postulates described above can the Order Service be healed, as it has become broken and morally corrupt over such a short time, losing from day to day its reputation and public trust, and, consequently, preventing good and honest people from remaining in its ranks, unless this state of affairs changes drastically.

These postulates should be implemented immediately, carried out with absolute determination and energy, by all necessary means. It is the good of society that is at stake, along with law and order in the Jewish district and the good name of the Order Service, the Command, and the Jewish Council.
