a result of which all institutions in the Jewish district such as the Supply
Section, Jewish Social Self-Help, Delivery Association,⁹⁰⁹ Co-operative
Bank,⁹¹⁰ Health Chamber,⁹¹¹ Craftsmen Union,⁹¹² St. Heyman & Co. Waste
Removal Enterprise,⁹¹³ etc. were subordinated to the Chairman of the
Judenrat in Warsaw. Employees of these institutions are treated on a par
with employees of the Judenrat in Warsaw. The same pertains to people
employed by the Secured Real Estate Executive Committee Board in
Warsaw in the area of the Jewish district in Warsaw.
In the afternoon of 22 July crowds assembled by the resettlement announcements
(see Appendix No. 1). The first day passed dominated by the issue
of delivery of the set quota of the “resettled” to the Umschlagplatz. The
quota partially consisted of residents of refugee centres and people imprisoned
for various offences – mostly administrative – in the Central Jail
at Gęsia Street 24.
The unforgettable treason committed by the Judenrat in Warsaw, which
was apparent in its consent to the “resettlement” and consisted of total ignorance
or purported unawareness of the actual state of affairs, shall remain,
with the treason committed by the Jewish Order Service (ghetto police) an
indelible stain on the honour of the Jewish ghetto administration. While condemning
this fact it should be stressed that the Jewish administration of the
ghetto – that product of the occupation circumstances – did not by any means
reflect the popular mood. The councillors and their advisors – the nominees,
careerists and dignitaries in the occupier’s favour – could not face the
truth. They gave in, knowingly or not, to the Umsiedlungsamt’s tactic: divide
et impera!⁹¹⁴ Having received some licences for certain groups of workers and
clerks (point II in the additional remarks to the resettlement ordinance), they
