a Jewish residential quarter and leave it only with permission from the police.
Permission is granted by the county executive officer of a given Jewish residential
quarter, and for the Warsaw ghetto by the Jewish residential quarter
commissary.
Jews employed in military plants and arms factories detained in closed
camps are exempted from the obligation to select a place to stay in a Jewish
residential quarter.
Jews who fail to abide by the provisions of this ordinance are subject to
the death penalty as per binding regulations. People who knowingly shelter
such Jews, that is, particularly those who place Jews outside a Jewish residential
quarter, feed or shelter them, are liable to the same punishment. Police
security measures will be used against those who learn about an unauthorised
Jew staying outside the Jewish residential quarter but fail to notify the police.
Non-Jews who contrary to binding regulations fail to leave the Jewish
residential quarter [36] on time or those who enter it without police permission
will be liable as a result of penal-administrative proceedings to a fine of
the amount of a 1,000 zlotys or up to three months confinement. The penal
decisions shall be issued by a county executive officer”.
The cities and towns, some of which have been totally cleared of Jews
(Sobolew, Włodawa, Izbica Lubelska), are to become Jewish reservations.
Nobody has any illusions about the actual meaning of this ordinance. The
real aim is again to concentrate in about a dozen places those Jews hiding in
forests and villages, and then destroy them completely.
The current political advantages of this move consist in beguiling the
entire world with regard to the actual anti-Jewish plans of the Germans. Even
though some European Jews could indeed be resettled to the said reservations,
there can be no doubt that at a certain point they will all be destroyed.

The surviving Polish Jewry demands of the Government of the Republic
of Poland and the Allied Governments:
1. Immediate dispatch of an international neutral commission to Treblinka
to investigate and confirm the facts presented in this report.
2. Immediate retaliation against the perpetrators of the tragedy of Polish
Jews.
