II. New liabilities


                                                            Article 2
Appointed administrators shall settle financial and other claims that
became legally due after the establishment of the appointed administration.
The same applies to amounts due and other claims for deliveries and work
rendered for the benefit of the administered enterprise (or its part or assets)
during the appointed administration even if the contracts from which they
result had been concluded beforehand.
Appointed administrators shall pay all amounts due under public law,
predominantly any taxes and tributes which became payable after the entry
of the army.
While demands and claims are to be paid under the provisions of this
Ordinance, general permission for execution from requisitioned assets or
assets under appointed administration is hereby granted.


III. Old liabilities to German citizens.


                                                        Article 3
While covering liabilities, appointed administrators shall, under the following
provisions, respect the claims of creditors, German citizens, which
arose before 1 October 1939 provided that they reside or have their registered
offices in the Greater Reich (including the annexed eastern territories and the
Protectorate of Böhmen and Mähren).¹⁹⁴¹ German citizens are:
    1) German citizens who had already held German citizenship before the
incorporation of the eastern territories;
    2) Germans who had Gdańsk citizenship until 1 September 1939 and for
that reason, pursuant to Article 2 of the Act on the Annexation of the
Free City of Gdańsk to the German Reich of 1 September 1939 (RGBL I,
p. 1547) and the circular letter of the Ministry of Internal Affairs of
25 November 1939 (RGBL I, May 1939, 48), received German citizenship
as of 1 September 1939;
