1) benefits to pay for medical assistance within the limits of third-class
hospital costs,
2) bills for physicians and medicine according to the rates of the local
healthcare fund,
3) funeral costs within the rates of public welfare,
4) benefits for treatment of the sick,
5) benefits for housing rent.
The benefit rates are as follows:
1 single person 15 RM
1 married couple 18 RM
every additional child 2 RM
1 adult supported by members of his/her household 4 RM
rent benefit for 1 person 6 RM
rent benefit for a family 8 RM
Jewish self-help organisations (in our case, the Central Office of Communities)
claim applicable benefits from the plenipotentiaries for the Haupttreuhandstelle Ost, that is, appointed administrators, institutions administering
real estate, banks, and savings banks. Once the amounts due are paid, full
benefits are paid out to those eligible.
In the course of negotiations, the Haupttreuhandstelle Ost in principle
agreed to pay out benefits to those who emigrated to the General Government¹⁹⁴⁷
and whose assets were requisitioned by the Haupttreuhandstelle Ost. In this
case, formal foreign exchange requirements must be met. Devisenstelle¹⁹⁴⁸
Troppau¹⁹⁴⁹ has already been contacted. An official decision on this matter
shall be made after clarification of foreign exchange formalities. Through
confiscation of Jewish assets and enterprises, the Haupttreuhandstelle Ost
deprived their owners of means of support and the Jewish communities of
their sources of taxation, that is, actually of their sources of income. Since
assets and enterprises were the basis of taxation of every Jew for the benefit
of the Jewish community, [8] taking those away from the Jews has made
