According to the information I have and the registrations conducted,
there are approx. 100,000 people without bread in the ghetto.
To feed them and to give them a just and fitting benefit, I need the sum
of 1,000,000 marks per month.
Consequently, I have devised the following plan:
I shall give f i n a n c i a l s u p p o r t:
to approx. 60,000 adults in the amount of 9 marks per month 540,000 marks
” 15,000 children below the age of 14 7 marks ” 105,000 marks
” 7,000 people above the age of 60 10 marks ” 70,000 marks
„ 15,000 children in day care, in play centres,
in orphanages, and in nurseries as well as residents
of the old age home — together 230,000 marks
Moreover, for special and unexpected benefits 50,000 marks
Total 995,000 marks
These benefits shall be delivered by post after registration and granting
thereof.
These benefits are calculated beginning with today, that is, 20 September
1940.
Benefit recipients are exempted from the obligation to pay rent.
In all parts of the ghetto there operate and shall continue to operate
small and large soup kitchens, run by me or by the House Committees, which
shall provide meals for 15, 20 or 25 pfennigs.
Moreover, they shall issue cheap breakfasts too.
Workers who have a family to support and earn up to 9 marks per month
shall be treated as unemployed, and they shall receive the benefit they are
entitled to in full.
Workers who have a family to support but earn over 9 marks per month
shall receive a benefit calculated according to their earnings.
Every benefit recipient is obliged to perform work upon my demand for
which they shall be remunerated.
Those who fail to report for work despite my call shall lose their benefit
entitlement.
