a) supervision of the operation of all Departments,
b) supervision of all aspects of the ghetto population’s collective life.
To realise these tasks the Chamber is authorised to encroach on the economic
and financial activity of individuals and the general public.
If need be the Chamber is authorised to:
a) immediately remove clerks from office, regardless of the position they
hold,
b) conduct searches in offices and private flats, conduct personal searches,
and put individuals in temporary detention until I or the court make a decision.
The Chamber shall work together with the court — the ghetto’s judicial
body.
The Chamber’s effective and positive operation shall depend to a certain
extent on the close cooperation of all ghetto residents with this institution.
Consequently, I appeal to the general public to cooperate with the Chamber
as the highest authority established by me to eradicate all negative aspects
of life and fight social vermin.
Any complaints are to be submitted in person at the N.I.K. office at
Kościelny Square 4, open daily from 9 a.m. to midday.

Concerning: allocation of food supply for the winter months of December,
January, and February 1940–1941.
As I don’t have a sufficient number of cellars and root cellars required
to store the basic foodstuffs throughout the winter, and as I wish to supply
the ghetto population with food for the winter period, I have decided to allocate
to the ghetto population, to be stored in their homes, the most essential
food products for the winter months of December, January, and February
1940–1941, that is:
1) potatoes 5) onions
2) cabbages 6) turnips
