2. Central Social Welfare Department
a) collecting information concerning the activities of communities with
regard to social welfare,
b) establishing the financial situation of community members,
c) coordinating the work of social welfare commissions of the Councils of
Elders,
d)¹⁹³⁰ organising work in the already operating charity organisations or
establishing new organisations,
e) [3] monitoring the activities of commissions for social welfare and their
institutions in communities,
f) counselling, or, when necessary, provision of financial support to individual
communities.
The Department performs its tasks by drafting circular letters and surveys,
conducting inspections, and maintaining regular correspondence with communities.
The Department lays great emphasis on inspections. During meetings
with the Councils of Elders or heads of social welfare centers, the Department
obtains information on the financial situation of community members.
The coordination of activities of all social welfare centers in this Kreis is all
the more important since, due to their small number, it often becomes necessary
to move people who require care, that is, the elderly and the sick, from
a community which lacks appropriate care centers to other centers elsewhere.
3. Health Department
a) provision of healthcare to the Jewish population of Eastern Upper Silesia,
b) establishment and maintenance of contact with medical and sanitation
offices,
c) coordination of the activity of health departments operating at Councils
of Elders,
d) helping smaller Jewish health centres in towns without a sufficient number
of Jewish physicians or hygienic and sanitary institutions,
e) regulation of relations between Jewish physicians and communities,
f) maintaining contact with charitable organisations and other organisations
whose objective is to protect the health of the Jewish population
(the Joint, TOZ).
